Kenyan President William Ruto has announced plans to remove the 25 per cent import duty on mobile phones, signalling a proposed policy shift aimed at reducing the cost of smartphones and widening access to digital technology across the country.
The announcement was made on October 20, 2026, during Kenya’s 63rd Mashujaa Day celebrations at Kipchoge Keino Stadium in Eldoret, where the President addressed the nation on the national day honouring Kenya’s heroes.
The proposed measure is expected to support efforts to make smartphones more affordable for Kenyan households and expand access to essential digital services, including mobile banking, online education, business communication and digital entrepreneurship.
If implemented, the removal of the import duty could benefit young people, small business owners, students and other citizens who depend on mobile technology to access information, pursue economic opportunities and participate in Kenya’s growing digital economy.
The announcement also places digital accessibility among the policy issues under consideration as Kenya continues to expand the use of technology in public services, education, commerce and everyday communication.
However, the proposed change is not yet in effect. The relevant legal, fiscal and customs procedures will need to be completed before the import duty can officially be removed.
The implementation process will determine when consumers may begin to benefit from the proposed change and whether the reduction in import costs translates into lower retail prices for smartphones.
The announcement marks a potential development in Kenya’s efforts to broaden digital inclusion and improve access to technology, with the outcome depending on the government’s subsequent policy and implementation measures.
