Sweden Explores Energy and Transport Investment Opportunities in Uganda

KAMPALA, September 23, 2026 — Sweden is exploring opportunities to deepen trade and investment cooperation with Uganda, with energy and transport emerging as key sectors for potential increased commercial engagement. The discussions took place during a meeting between the Head of the State House Investors Protection Unit (SHIPU), Col. Edith Nakalema, and the Swedish Ambassador to Uganda, H.E. Anna-Maria Olsson, who visited SHIPU alongside the Embassy’s Head of Political, Economic and Commercial Affairs, Lotta Segerström.

The engagement focused on strengthening investor protection, improving the investment environment and creating greater opportunities for Swedish companies to engage with Uganda’s economy. Col. Nakalema assured the Swedish delegation that the Ugandan Government remains committed to supporting investors and addressing administrative challenges that can affect investment decisions. She said SHIPU works by coordinating with relevant government ministries, departments and agencies to help investors access public institutions and receive timely and coordinated assistance.

Col. Nakalema also demonstrated the Electronic Investors Protection Portal (EIPP), a digital platform designed to support investors in conducting due diligence and connecting with relevant government agencies before committing resources. “We are committed to creating an investment environment where investors can conduct their due diligence early, access the right government institutions and receive coordinated support throughout their investment journey,” Col. Nakalema said.

She also highlighted opportunities for Uganda and Sweden to cooperate in technology and innovation, particularly in areas that can contribute to employment creation and skills development among Uganda’s young population. Uganda is promoting investment in agro-processing, tourism, minerals, science and technology as part of efforts to expand production, value addition and employment.

Ambassador Olsson said trade and business remain important components of the bilateral relationship between Sweden and Uganda, with economic diplomacy forming a central part of Sweden’s engagement with the country. She identified energy and transport as sectors where Sweden sees potential for increased commercial cooperation with Uganda.

Ambassador also outlined Sweden’s “Team Sweden” approach to commercial diplomacy, which brings together the Swedish Embassy, Business Sweden, the Swedish International Development Cooperation Agency (Sida), Swedfund and Sweden’s export financing system to support private-sector-led growth. Ambassador Olsson further highlighted Sweden’s creative industries, noting the sector’s export potential and the opportunities that can arise from nurturing talent and investing in Uganda’s growing creative economy.

The meeting concluded with SHIPU reaffirming its commitment to supporting Swedish foreign direct investment in Uganda and facilitating stronger engagement between Swedish companies and Ugandan enterprises.
