President Yoweri Kaguta Museveni has urged Egyptian investors to invest in Uganda’s infrastructure development, manufacturing and value addition to strengthen economic growth and improve the competitiveness of locally produced goods.
The President made the appeal on October 29, 2026, during a meeting with an Egyptian investment delegation at State House, Entebbe. The delegation was led by Uganda’s Deputy Ambassador to Egypt, Lt. Gen. Charles Angina.
President Museveni said Uganda produces substantial quantities of agricultural products, minerals and forest resources but needs more factories to process these raw materials into finished products and create economic value.
He identified commercial agriculture, manufacturing, services and information and communications technology (ICT) as the four key sectors underpinning Uganda’s economy, emphasising that affordable and reliable infrastructure is essential for their growth.
The President highlighted electricity generation as a priority investment area, saying affordable power would enable industries to manufacture products capable of competing in international markets. He noted that electricity infrastructure could be developed by the government or private investors with patient capital.
He also encouraged investment in railway transport to reduce cargo transportation costs by shifting freight from roads to railways. Irrigation was another priority, with President Museveni explaining that reliable water supplies would reduce dependence on rain-fed agriculture, stabilise production and ensure consistent supplies of raw materials for industries.
The President further identified toll roads as an opportunity for private investors to recover their investments through user charges.
Egyptian Investors Propose Industrial Park
President Museveni welcomed the delegation’s proposal to sign a memorandum of understanding (MoU) covering one or two strategic projects, expressing the government’s readiness to support their implementation.
He also endorsed a proposal to establish an industrial park with factories for adding value to coffee and cotton, pledging government support in identifying suitable land.
“The idea is good. We shall identify for you an area where you can construct,” he said.
Eng. Moustafa Saad Soliman Elsayed Ahamed, an Egyptian investor in the construction sector, thanked President Museveni for creating a stable investment environment.
He said the delegation was interested in Uganda’s infrastructure priorities, including roads, railways, water and electricity, and expressed readiness to collaborate with the government on strategic development projects.
“We are here to build on the momentum between Egypt and Uganda. We are ready to identify key strategic and priority projects that we can partner with you to make them happen,” he said.
He added that Egypt was ready to support Uganda’s infrastructure development, stressing the importance of African countries working together to advance the continent’s development.
Other Egyptian delegates included Khalil Mohamed Ahmed, Dr. Sally Atef Saad Atia Bahr, Yasser Raouf Mohamed Abdallah El-Saadany, Dr. Alaa El Essawy, Mohamed El Daly and Abdulmanaeim Mohamed.
