President Museveni Bids Farewell to India’s Outgoing High Commissioner, Highlights Bilateral Cooperation

ENTEBBE, UGANDA | September 22, 2026 — President Yoweri Kaguta Museveni has bid farewell to India’s outgoing High Commissioner to Uganda, H.E. Upender Singh Rawat, commending his diplomatic service and contribution to strengthening relations between Uganda and India. President Museveni made the remarks on Tuesday during a farewell call by High Commissioner Rawat at State House, Entebbe, where the two sides reflected on bilateral cooperation and the outgoing envoy’s diplomatic tenure. “Thank you for your service in Uganda, and I wish you good luck in your next tour of duty,” President Museveni told the outgoing High Commissioner.

H.E. Rawat, who served in Uganda for three years and three months, was accompanied by Mr. Yogender Singh, Second Secretary at the Indian High Commission in Uganda, and Ambassador Henry Mayega, Head of International Economic Cooperation at Uganda’s Ministry of Foreign Affairs.

Digital Financial Cooperation and Remittances The outgoing High Commissioner also highlighted his collaboration with Uganda’s Ministry of Foreign Affairs and the Bank of Uganda on the National Payment Switch.

The digital financial initiative seeks to strengthen secure cross-border remittance solutions and support the integration of the Ugandan diaspora into the national financial ecosystem.

Such cooperation underscores the role of digital financial infrastructure in facilitating economic connections, improving payment systems and supporting citizens living and working abroad.

Outgoing Envoy Prepares for Next Assignment Following the conclusion of his diplomatic assignment in Uganda, H.E. Upender Singh Rawat is expected to return to India, where he will report to headquarters for his next deployment. His farewell meeting with President Museveni provides an opportunity to acknowledge the diplomatic engagement and institutional cooperation pursued during his tenure, while reaffirming the continuing relationship between Uganda and India.
