Kadaga Assures Busoga on University, Jinja-Kampala Expressway

IGANGA | October 4, 2026: First Deputy Prime Minister and Minister for East African Community Affairs, Rt. Hon. Rebecca Alitwala Kadaga, has assured the people of Busoga that government remains committed to operationalising Busoga University and advancing plans for the long-awaited Jinja-Kampala Expressway.
Kadaga made the remarks while presiding over the second anniversary celebrations, commissioning and dedication of Senior Four and Senior Six candidates, and a fundraising drive at Top Care Secondary School in Iganga Municipality, Iganga District.
She said concerns over infrastructure should not derail the establishment of Busoga University as a public institution, noting that several universities in Uganda started with modest facilities before developing into established institutions.
Kadaga said government was addressing the infrastructure gaps and urged people in Busoga to remain united and focused on supporting the university. She said having a public university in Busoga would expand access to higher education and contribute to the region's development.
On transport, Kadaga said government was pushing for the construction of the Jinja-Kampala Expressway, describing it as an important project for easing congestion and improving the movement of people and goods. She said the expressway would also support trade, investment and regional integration within the East African Community.
Kadaga was responding to concerns raised by Busiki County MP Hon. Azalwa Joel Waiswa, who asked her to use her position in government to advocate for faster implementation of the expressway. Waiswa, who is also an old boy of Top Care Secondary School, said congestion along the Jinja-Kampala corridor had increased transport costs and caused delays for traders, students and other travellers.
He also called for stronger financial and infrastructure support for Busoga University, saying the region needs a fully supported public university to expand access to affordable higher education and promote research addressing local challenges.
The event brought together parents, former students, education leaders, political leaders and other well-wishers from across Busoga. Kadaga contributed Shs5 million towards the school's development projects and commended the directors and teachers for their commitment to educating and nurturing young people. She urged the Senior Four and Senior Six candidates to remain disciplined, God-fearing and focused as they prepare for their final UNEB examinations.
Woman MP for Namutumba District and school director Hon. Betty Nakisita Mpongo thanked Kadaga for honouring the invitation and commended parents for prioritising education. Nakisita said education remains central to Busoga's development and pledged continued support for quality and affordable education in the region.
She also urged parents to continue supporting their children beyond Senior Four and Senior Six and to work closely with teachers to promote discipline and academic progress.
